North American Army created without OK by Congress
February 25th, 2008 . by adminOn February 14th, Canada and the U.S. signed a military agreement defined as a Civil Assistance Plan. The agreement was not submitted to Congress for approval. Congress did not pass a law or treaty authorizing the military agreement to combine the operations of the armed forces of the United States and Canada in case of emergency.
