NC House to Consider Useless Annexation Reform Bills

The House Judiciary II Committee sent notice today that the committee will be considering annexation bills This week at both the Tuesday June 16th AND Thursday June 18th meetings.

The House Judiciary II Committee meets as follows:

THE ONLY TWO BILLS THAT ARE ON THE AGENDA ARE H727 and H524!!!!

NO MENTION OF HOUSE BILL 645!!!

H727 is the House bill that matches Senator Tony Rand’s “League of Municipalities Bill”

H524 is the bill that is the result of the Study Commission recommendations.

H524 would accomplish the following things:

- prohibit strip annexations

- increases the density a little

- prohibit annexation of half of a neighborhood

- victims get notice of annexation sent by certified mail

- victims get more information about the process and how to challenge an annexation

- victims get long term financing for the water & sewer infrastructure they didn’t need or want

- GIVES AREAS ON CENTRAL WATER AND SEWER A VOTE!! AND NO ONE ELSE!!

(why has this grossly unfair idea been kept alive for the last two years?????)

H524 would change voluntary annexations by reducing the percentage of property owners needed to petition for annexation from 100% agreement to 75% of the property owners in neighborhoods where half the households have incomes that are 200% or less than the Federal poverty level.

If you live in a neighborhood where the average family has four or five members and they have incomes of 50,000 dollars or less, 75% of the neighbors could force the other 25% to be annexed against their will.

THERE IS NO (FAIR) VOTE, NO OVERSIGHT AND NO REQUIREMENT THAT SERVICES BE MEANINGFUL IN EITHER OF THESE BILLS!!

Central water and sewer is not meaningful to people with working septic systems and wells either!

Who among the grassroots would support either of these bills???

Where is House Bill 645????

The calls, letters and emails need to start flowing to the Judiciary II members!!
